The report of the Nineteenth National Congress of the Party points out that talent is a strategic resource to realize national rejuvenation and win the initiative of international competition.According to the data of the comprehensive annual report of science and technology of the fourth national economic census of Beijing,in 2018,the personnel input of the whole social research and experimental development(R&D)in Beijing increased in quality and provided a strong support for the high quality development of the capital economy.

I.Outstanding advantages of high-end talent

The investment of R&D personnel in the whole society in Beijing continued to increase in 2018,reaching 397,000 R&D,an increase of 18.8 per cent compared with the third national economic census in Beijing in 2013,and the equivalent of R&D personnel in full-time equivalent[1]per year in working hours was 267,000,an increase of 10.4 per cent over 2013.The advantage of high-end talents is outstanding.R&D personnel with master's degree or above accounted for 40.9%of the total,including 72.9%of R&D personnel with master's degree or above in institutions of higher learning,an increase of 6.1 percentage points over 2013,and master's degree or above in scientific research institutions R&D personnel accounted for 66.8 per cent,an increase of 7.7 percentage points over 2013.

II.Gathering of talents in key areas

Judging from the distribution of industries,in 2018,the whole social R&D personnel in Beijing were mainly concentrated in scientific research and technology services,education,manufacturing and information transmission,software and information technology services.The number of R&D personnel in the four industries was 41.3%,21.6%,16.5%and 14.7%,respectively,and the proportion of R&D personnel equivalent to full-time equivalent was 49.6%,13.7%,16.8%and 15.1%,respectively.Among them,the full-time equivalent R&D personnel in scientific research and technology services increased by 2.9 percentage points compared with 2013.

high-end manufacturing R&D personnel ratio increased.R&D personnel of high-tech manufacturing enterprises equivalent to 22,000 person-years of full-time equivalent,accounting for 49.0 per cent of the total R&D personnel equivalent of manufacturing enterprises,an increase of 5.2 percentage points over 2013.Among them,electronic and communications equipment manufacturing and pharmaceutical manufacturing enterprises R&D personnel equivalent to 18.8 per cent and 11.0 per cent of the top two,respectively,an increase of 1.1 and 1.9 percentage points over 2013.
