'International Talent Port' Unveils in Fengtai District

On December 21, the International Talent Port (the Port) in Fengtai District was officially unveiled. The Port service window at Fengtai District administrative affairs service center provides a full range of services for talents, including visa/residence permits, overseas student services, and foreigners' work permits. The Port also feature sections like "Talent Training Center" and "Talent Parlour", which support a variety of functions such as talent services, achievements matchmaking, dedicated service windows, ecological presentation, seminars and meetings.

The Port has put in place a "City-District-Subdistrict" three-level joint working mechanism, aiming to provide whole cycle and one-stop services for talented minds to make innovation and start up businesses. In addition, Fengtai District has also created a "Talent Service Specialists" mechanism, with a talent butler service team to offer various professionals five categories of 50 one-stop services including policy consultation, skills upgrading, government affairs services, and culture and leisure services.

At the event site, Fengtai District authorities released "Fengtai's Ten Talent-related Policies" to provide worry-free services for the talents throughout the process. It also set up the "Bole Award" to explore for ways to afford enterprises more freedom in attracting talents. Meanwhile, it issued Nine Measures in Fengtai District to Enhance Immigration Services for Talents and to Support Construction of Talent Hub, to provide more accurate, high-quality and efficient immigration services, such as setting "dedicated immigration service window" for Chinese and foreign high-level talents, providing expedited endorsements for "Exit-Entry Permits for Travelling to and from Hong Kong and Macao", and offering priority application for "Five-Star Card".

A latest report shows that the total number of talents in Beijing has increased from 7138,000 in 2017 to 8029,000 in 2023, ranking first among all cities in China. Beijing has seen a steady increase in talent efficiency, with the talent contribution ratio rising from 53.0 percent to 58.1 percent. This indicates that talent dividend has gradually replaced demographic dividend to become the main driver for Beijing's high-quality development.
