Scope of application | Expenditure range of basic affairs of innovation team:
1. Fees on equipment: refer to the expenses spent during the building of innovation team on the purchase or trial production of small equipment and device with single value below RMB 50,000 (included), upgrading of the existing small equipment and device and lease of external equipment and device. The expenses used to purchase transportation equipment, computers, audio and video recording equipment, refrigeration, air-conditioning equipment and administrative office supplies and other equipment may not be included.
2. Cost of materials: refers to the expenses of purchase, transportation, loading and unloading, sorting, etc. of all kinds of raw materials, auxiliary materials and low-value goods consumed during the technology innovation of the team. When the team requests for materials from a supporting institution, the supporting institution shall make clear the basis or standard for the allocation of material cost.
3. Testing laboratory and processing fees: refer to the expenses paid for the inspection, testing, and processing during the research and development and pilot demonstration course (including the construction unit applying independently internal economic accounting). To entrust the test laboratory and processing, a contract or agreement shall be signed.
4. Fuel expenditure: refers to the water, electricity, gas, fuel consumption costs, etc. that can be individually measured and consumed by the related large-scale equipment, scientific equipment and other special equipment during the research and development, pilot demonstration and promotion training. If allocation is required, the unit should make clear the allocation principles and standards.
5. Travelling fees: refer to the travelling expenses in other places and local transportation expenses spent on scientific experiments (test), scientific investigation, business research, technical exchanges and others during the research and development, pilot demonstration and promotion. The travelling fees shall be subject to the relevant provisions of Beijing Municipality.
6. Training fees: refer to the conference and training costs for academic research, technical exchanges, visit, personnel training, consulting and coordination activities during the research and development, pilot demonstration and promotion. The relevant provisions of the state and Beijing shall be applied to strictly control the scale, quantity, expenditure standard and session of the training.
7. Transaction fees on files/publication/literature/information dissemination/intellectual property rights: refer to the publication fees, materials and printing fees, purchase fees for professional software, literature retrieval fees, professional communication expenses, patents application and other intellectual property rights transaction fees during the research and development, experiment and popularization process.
8. Labor fees: refer to the labor fees paid to the related persons (such as undergraduates) and temporarily-hired persons without wage income during the research and development, pilot demonstration and promotion. The labor expenditure shall be subject to the relevant provisions of Beijing Municipality.
9. Consulting fees: refers to the expenses paid to temporarily hire consultants during the innovation team building. Consulting fees may not be paid to the persons and related officers engaged by the innovation team. The consulting fees shall be subject to the relevant provisions of Beijing Municipality. |
Support manner and amount | During the building of the innovation team, its basic working fund will be determined on a post quota basis. The quota standards will be determined by the municipal finance bureau in concert with the municipal agriculture bureau.
The maximum funds for the chief expert of the innovation team is RMB 0.3 million / year; that for post expert, RMB 0.7 million / year; that for expert of industrial economy posts, RMB 0.3 million / year; that for head of the comprehensive test station, RMB 0.3 million / year and that for the head of FFS station is RMB 50,000/ year. For the working funds for the innovation team members each year, the chief expert will offer advice based on the performance of the previous year and report the same to the special management office for approval. |
