Scope of application  

In principle, the industrial fund supports the enterprises having industrial and commercial and tax registration in Chaoyang District and the projects it supports may not be in violation of the national laws and regulations and related policies, and are required to comply with the basic requirement of the Outline of Beijing Chaoyang District of the 12th Five-year Plan for National Economic and Social Development, the Planning of Beijing Chaoyang District for the Industry Development during the 12th Five-year Plan, the development planning of all industries during the 12th five-year period and the combination of four rules; if the projects involve the basic construction, they should comply with the relevant management procedures.

Management modes  

1. The collection, review, fund use and other links of the industry projects should follow the principles of openness, fairness and justice to ensure the compliance and rational use of the capital.
2. The fund quotas for each industry will be determined by the development and reform commission and the bureau of finance of the district in the annual budget according to the funds use performance of each industry.
3. Various industry leading group office (hereinafter referred to as the "Offices") should improve the service efficiency of funds and the industry funds arranged for the current year are in principle allocated for use by the end of the third quarter.
4. The industry offices shall complete the project solicitation, evaluation and other matters based on the administrative measures for the special industry fund, put forward the annual fund use plan, which will be reported to the industrial administration office in the district for summarization with the approval of the administrative chief in charge; and the industrial administration office in the district will request for the deliberation of the industrial promotion leadership team; if the foregoing office approves the same, they will be reported for the administration meeting of the administrative chief of the district for determining.
5. For the projects for which there are clear policy support standards, the Offices shall offer funds use plans, which will be reported to the administration meeting of the administrative chief of the district after they are approved by the administrative chief in charge.
6. With respect to the introduction of major functional projects, the Offices will directly require the review to be made by the administration meeting of the administrative chief of the district on a case-by-case basis after the administrative chief in charge gives his consent.
