From September 16 to 17, the Second Civil Security & Protection (Badaling) Low Altitude Security Summit was held in Yanqing District, Beijing. Hosted by Yanqing District People’s Government of Beijing Municipality and Beijing Security and Protection Industry Association, themed with "A New Leap in UAV Industry and Three-dimensional Security to the Future", the Summit focuses on the construction of Beijing Yanqing Civil Unmanned Aviation Pilot Zone, and aims to continuously strengthen the construction of the pilot zone and the influence of civil security brands in the low-altitude industry, and helps Yanqing District build an innovation cluster for UAV industry in the capital.
At the launching ceremony of the Summit, Yanqing District held the inauguration ceremony of the new UAV Expert Committee, and released three construction achievements of the civil unmanned aviation pilot zone i.e. the release of the new book UAV+Industry, the launch of the UAV Internet of Intelligences project of the Ministry of Industry and Information Technology of the People’s Republic of China, and the Tianlu project of civil aviation low-altitude public route application demonstration.
It is understood that this UAV Special Committee has brought together 10 well-known experts and scholars in UAV industry from research institutions, college and universities and industry associations. In the future, it will provide intellectual support for the development of UAV industry in Yanqing District, focusing on industrial exchanges, research projects and construction of the pilot zone. After the launch of the UAV Internet of Intelligences project by the Ministry of Industry and Information Technology, Yanqing District will undertake the demonstration and verification tasks of emergency rescue, security of major events and urban logistics in the next three years so as to provide enterprises with a broader application scenario.
It is worth mentioning that Yanqing District will work with the Key Laboratory of Civil Aviation Low-altitude Geographic Information and Route to build the "Application of Low-altitude Route in Zhongguancun Yanqing Science Park" project, and start the Tianlu Project at the Summit. Yanqing Pilot Zone will take the lead in the planning, operation and scenario development of low-altitude air routes in China, exploring the realization of low-altitude digital traffic infrastructure system under the big traffic environment, and laying foundation for the development of "one network in the whole country".
At the launching ceremony of the Summit, Yanqing Pilot Zone reached strategic cooperation agreements with Yujian Laboratory and China Mobile Chengdu Institute of Research and Development. In the future, cooperation will be deepened among all parties around the construction of low-altitude safety science education base in the capital, the designation of characteristic flight test airspace in the capital, the research and development and application of 5G networked unmanned aerial vehicles, and the construction of unmanned system test field, so as to jointly build the ecological circle of UAV industry in the capital. At the same time, 10 UAV companies including XPENG Huitian, Lao Feng Engine, Topotek (Beijing) Technology Company Ltd and Longyi Aviation have settled in Yanqing District, with an estimated total investment of RMB 340 million.
In the following main forum of the Summit, experts and scholars made keynote speeches on the mandatory national standard "Safety Requirements for UAV Products", "Great Development of UAV Application and Infrastructure Planning and Construction of ‘Tianlu’". A round table forum on "Innovation and Development of Unmanned Aerial Vehicles from an International Perspective" was held, and the construction of civil unmanned aerial pilot zones and the draft for comments of "Roadmap for the Development of Civil Unmanned Aerial Vehicles V1.0" issued by CAAC were fully exchanged and discussed.
In the afternoon of September 16, the 4th China Low Altitude Security Summit Forum was successfully held. The State Grid, Qinghang Equipment and hmej.com signed a contract with Beijing Yanqing Vocational School on the integration of production and education. The next step will be to carry out in-depth cooperation around the integration of production and education in UAV industry and focus on the training of industry applied talents. At the meeting, the participating experts delivered keynote speeches on topics such as integration of production and education, research and development and application of unmanned aerial vehicles.
On September 17, Beijing Yanqing Civil Unmanned Aviation Pilot Zone Construction and Development Meeting was successfully held, and more than 50 enterprises participated in the government-enterprise docking to make suggestions and seek common development for the development of the Yanqing UAV industry.
As one of the three major competition areas of the Olympic Winter Games and the Winter Paralympic Games, Yanqing District was approved in 2020 as the first and only Chinese civil unmanned aviation pilot area in the capital. Taking advantage of this development opportunity and excellent airspace conditions, based on the integrated development of "UAV+navigation+digital economy+intelligent manufacturing", Yanqing District focuses on industrial and military UAV, introduces headquarters-based, R&D, scientific and innovative, application scenario-based UAV enterprises, and creates a paradise for UAV users and enthusiasts in the capital. At present, 67 UAV enterprises such as China Aerospace Science and Technology Corporation (CASC) 9th Academy, Qinghang Equipment and Meituan have been gathered, covering R&D, manufacturing, communication links, sensing equipment, inspection and testing, education and training, flight countermeasures and other fields, initially forming the industry-driven agglomeration effect of military central enterprises and leading private enterprises.
In the future, Beijing Yanqing Civil Unmanned Aviation Pilot Zone will continue to explore the "UAV+" industrial development model, give full play to the capital's resource advantages, improve the application scenarios, focus on "industry, capital, talent, technology" to strengthen the chain, and strive to build a benchmark for the development of the UAV industry in Northern China.
